Retiree health insurance 2021 open enrollment season is almost here!
Please read carefully for requirements, changes to insurance plans

UPDATEThis page has been updated to clarify that PSPRS, CORP, and EORP retirees covered through ASRS will be automatically enrolled for 2021 coverage and do not need to complete and submit enrollment forms unless they want to change their plan elections. Members covered by plans administered by the Arizona Department of Administration must complete and submit open enrollment applications or risk losing coverage permanently.

IMPORTANT: PSPRS SERVICES WILL BE PROVIDED ONLINE AND OVER THE PHONE (PSPRS COVID-19 notice). PSPRS IS UNABLE TO CONDUCT IN-PERSON CONSULTATIONS.

PSPRS, CORP, and EORP retirees and survivors insured through the Arizona State Retirement System (ASRS):

  • Open enrollment begins November 1 and ends November 30, 2020. Changes to coverage begin January 1, 2021, while changes to plan premiums will be reflected in pension benefit payments starting January 29, 2021.

  • Retirees and survivors of PSPRS, CORP, and EORP must complete the hard-copy enrollment form provided in the open enrollment packet only if they intend to make changes to coverage. No action is required to continue existing coverage. There is no online enrollment process for ASRS retiree health insurance.

  • ASRS enrollment forms must be received via email, fax, or postmarked by November 30, 2020, by selecting one of the following methods:

    • Mail:  3010 E. Camelback Rd., Ste. 200, Phoenix, AZ 85016

    • ASRS Open Enrollment meetings are available online. Due to COVID-19 safeguards, both ASRS and PSPRS will not be conducting in-person consultations.  Click here to view ASRS scheduled online meetings for dental, non-Medicare and Medicare benefits. 

    • Please review the 2021 Benefit Highlights section in the Health Insurance Enrollment Guide or click here to visit the open enrollment webpage of the ASRS website prior to seeking consultations.

    • It is anticipated that all members will receive new medical and dental cards by January 1, 2021.

ASRS 2021 Insurance Overview:

All members covered by ASRS-managed health and dental insurance are strongly encouraged to refer to the Health Insurance Enrollment Guide to understand all provided benefits and changes to monthly premiums, if applicable.

Retirees and survivors may also visit the PSPRS Health Insurance webpage by selecting Public Safety Personnel, Corrections Officer, or Elected Officials for additional information.

ASRS will continue to offer UnitedHealthcare for medical insurance.  For dental insurance, please note that Cigna DHMO and Delta Dental PPO will be offered as a replacement to the Sun Life Financial dental plan, which will be discontinued.

  • Non-Medicare Overview:  In addition to the UHC Choice Premier and Choice Value options members can also select the new Choice Economy plan.

  • Medicare Overview:  The ASRS UnitedHealthcare Group Medicare Advantage HMO and Group Medicare Advantage PPO will continue to be offered. 

  • Dental Overview:  The Sun Life Financial dental plan will be replaced with the Cigna DHMO and Delta Dental PPO plans.  Those currently covered by Sun Life Financial will be automatically enrolled in Cigna DHMO or Delta Dental PPO, depending on which plan most closely resembles current coverage through Sun Life Financial. This automatic enrollment does not require members to complete a new dental enrollment form. Members can actively choose the Cigna DHMO or Dental Dental PPO plans by completing a new dental enrollment form.

If insured through Arizona Department of Administration (ADOA):

  • Open enrollment for ADOA retiree insurance is currently open and will remain open until Nov. 6, 2020.

  • ADOA requires positive enrollment for 2021 insurance coverage.  This means that RETIREES AND SURVIVORS MUST RE-ENROLL TO RECEIVE COVERAGE.  Please be advised that failure to re-enroll may result in permanent loss of coverage with ADOA.

  • Please note that PSPRS cannot provide ADOA open enrollment assistance.

If terminating coverage:

  • Members terminating medical or dental coverage through ADOA or former employers must contact the applicable agency for instructions.  Members seeking to discontinue ADOA or former employer coverage in favor of ASRS medical or dental insurance in 2021 are requested to copy PSPRS on the termination correspondence provided to ADOA or former employers. 

  • Members electing to cancel ASRS coverage are required to submit a signed letter to PSPRS to specify which coverage to terminate (medical and/or dental) and the end date of the coverage.  If the members spouse is on the ASRS Medicare plan, the signature of the spouse is required on the termination letter.  Termination letters must be received via email, fax, or postmarked by November 30, 2020, by selecting one of the following methods only:
