Retiree Health Insurance 2022 open enrollment

Please read carefully for requirements & changes to insurance plans

Please note that PSPRS, CORP, and EORP retirees covered through ASRS and the Arizona Department of Administration will be automatically enrolled for 2022 coverage and do not need to complete and submit enrollment forms unless they want to change their plan elections.

**IMPORTANT: PSPRS services will be provided online and over the phone (PSPRS COVID-19 notice). PSPRS is not conducting in-person consultations at this time.

If you are a PSPRS, CORP, and EORP retiree or survivor insured through the Arizona State Retirement System (ASRS):

  • Open enrollment begins November 1 and ends November 30, 2021.
  • Changes to coverage begin January 1, 2022, while changes to plan premiums will be reflected in pension benefit payments starting January 31, 2022.
  • No action is required to continue existing coverage.
  • To change existing coverage retirees and survivors must complete the hard-copy enrollment form provided in the open enrollment packet.
  • There is no online enrollment process for PSPRS retirees to enroll in the ASRS retiree health insurance.
  • Medical and dental forms to enroll in the ASRS sponsored plans must be received by November 30, 2021, through one of the following methods:

    • Mail:  3010 E. Camelback Rd., Ste. 200, Phoenix, AZ 85016
    • Delivery: Applications may also be placed in the drop box in the first floor stairwell at the address above
  • ASRS Open Enrollment meetings are available online. Due to COVID-19 safeguards, both ASRS and PSPRS will not be conducting in-person consultations.

ASRS 2022 Insurance Overview:

  • Members covered by ASRS-managed health and dental insurance are encouraged to refer to the Health Insurance Enrollment Guide to understand all benefits and changes to monthly premiums, if applicable.
  • Retirees and survivors may also visit the PSPRS Health Insurance webpage by selecting Public Safety PersonnelCorrections Officer, or Elected Officials for additional information.
  • ASRS will continue to offer UnitedHealth Care for medical insurance and will continue to offer Cigna DHMO and Delta Dental PPO for dental insurance.
  • New medical insurance cards should arrive by December 31, 2021.
  • New dental insurance cards will only be provided to new enrollees or those making changes to their plan.

Non-Medicare Overview:

  • United HealthCare Choice Premier, Choice Value, Choice Economy and Choice Plus PPO plans will continue to be available.

Medicare Overview: 

  • The ASRS United HealthCare Group Medicare Advantage HMO and Group Medicare Advantage PPO will continue to be offered. Please be sure to note the change in rates.

Dental Overview: 

  • The ASRS dental plans are: Cigna DHMO or Dental Dental PPO plans. There are no changes in cost.

If you are a member or survivor insured through Arizona Department of Administration (ADOA):

  • Open enrollment begins November 1, 2021, and ends November 19, 2021.
  • No action is needed to continue with existing coverage.
  • Changes to coverage begin January 1, 2022, while changes to plan premiums will be reflected in pension benefit payments starting January 31, 2022.

  • Please note that PSPRS cannot provide ADOA open enrollment assistance.

For members seeking to terminate insurance coverage:

  • Members terminating medical or dental coverage through ADOA or former employers must contact the applicable agency for instructions. 
  • Members seeking to discontinue ADOA or former employer coverage in favor of ASRS medical or dental insurance in 2022 are requested to copy PSPRS on the termination correspondence provided to ADOA or former employers.
  • Members electing to cancel ASRS coverage are required to submit a signed letter to PSPRS to specify which coverage to terminate (medical and/or dental) and the end date of the coverage.  If the member’s spouse is on the ASRS Medicare plan, the signature of the spouse is required on the termination letter.
    • Please include the following for each party included in the letter.
      • First and last name
      • Date of birth
      • Social Security (at least the last 4)
      • Month to terminate coverage
  • Termination letters must be received by November 30, 2021, through one of the following methods:
