Membership Eligibility & Tiers

Eligibility

Every elected official, justice of the supreme court, judge of the court of appeals and superior court, and the commissioners who was a member of the plan on or before December 31, 2013 are members of the Elected Officials Retirement Plan (EORP); however, state elected official who are subject to term limits, may elect not to participate in the Plan.  Membership into EORP is determined by several different factors:

  • Is your employer a participant in the Plan?
  • Is your position considered a designated EORP position and covered by the Plan?
  • Has your employer reviewed and determined your eligibility for membership?
  • Have you properly applied for membership into the Plan?

If you meet the qualifications stated above, your participation in EORP is mandatory with membership beginning on the first date of your term in office.  Your right to benefits will vest when an application for benefits is filed and you are found to be eligible for those benefits, or on the last day of employment under the EORP, whichever occurs first. 

Membership Tiers

Once you become a member of the EORP, your membership is designated as Tier 1 and 2 based on your membership date, which determines your eligibility for retirement and other benefits under EORP:

Tier 1 Members

DB Plan Only

Tier 2 Members

DB Plan Only

Tier 3 Members¹

DC Plan (EODCRS) Only

Hired into  EORP position before January 1, 2012

Hired into EORP position on/after January 1, 2012

Newly appointed or elected on/after January  1, 2014

¹If you were appointed or elected on or after January 1, 2014 and do not have an active, inactive or retired member account with the EORP or the Arizona State Retirement System, you will be required to participate in the Elected Officials Defined Contribution Retirement System (EODCRS) Plan.

PSPRS Administrative Office is the Local Board for EORP
