Gov. Ducey appoints Maguire, reappoints Papp, Scheinert to PSPRS Board of Trustees
ARIZONA – Governor Doug Ducey this week announced the appointment of veteran Arizona economist and pension trustee Alan Maguire to the PSPRS Board of Trustees. Along with announcing Maguire’s appointment, Governor Ducey reappointed Harry Papp and Dean Scheinert to the nine-member board.
Maguire, who previously served as a PSPRS Trustee from 2010 to 2012, brings vast public sector financial and investment experience to the board, said PSPRS Administrator Mike Townshend.
“Like Trustees Papp and Scheinert, Alan Maguire brings a career of investment management and economic insight to the Board of Trustees,” Townsend said. “It’s an important time for PSPRS and these appointments affirm that our system is in very good hands. I look forward to working with the board as we continue to improve PSPRS on behalf of our members and Arizona taxpayers.”
Over the past 40 years, Maguire has advised Arizona leaders and policymakers on the impacts of economic, fiscal and policy decisions. He founded The Maguire Company, an economic analysis and public policy consulting firm, in 1986. The firm has worked with a vast array of state agencies, municipalities, education institutions and private sector companies.
Papp, chairman of the PSPRS Investment Committee, has served as a PSPRS trustee since 2017. He has 40 years of experience in portfolio management and security analysis. Papp joined L. Roy Papp & Associates, LLP, in 1981. Today he oversees the firm’s private client business and serves as its managing partner. He serves on the board of directors of the Arizona State University Foundation, currently chairs the audit committee and is past chair of the investment committee. He was appointed to the Arizona State Board of Investment in 2012.
Scheinert, who has built a four-decade career in portfolio management, bond and stock market financial analysis and non-profit organizational leadership, has served on the PSPRS board since 2017. Currently, Scheinert works as the chief advancement and external affairs officer for Western Spirit: Scottsdale’s Museum of the West.
Prior to that role and his executive fundraising work with the Musical Instrument Museum, Scheinert worked for 35 years as a senior banker and asset management executive in New York and in Phoenix. He has amassed extensive experience in investing institutional and high net worth family capital using both the traditional capital markets and alternative investment strategies.
All Trustees will serve five-year terms.
